AN ACT relative to proclaiming Blue Star Mother’s Day.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Observances
Proclaimed by Governor; Blue Star Mother’s Day. Amend RSA 4 by
inserting after section 13-q the following new section:
4:13-r Blue Star Mother’s Day. The
governor shall annually issue a proclamation calling for a proper
observance of the first Sunday after Mother’s Day which shall be known
as Blue Star Mother’s Day recognizing and honoring all mothers who now
have, or have had, children honorably serving in the United States Armed
Forces. The governor shall urge the citizens of this state to observe
this day with appropriate events.
2 Effective Date. This act shall take effect upon its passage.

Amendment to SB 351
Amend the title of the bill by replacing it with the
following:
AN ACT relative to proclaiming Blue Star Mother’s Day and
changing eligibility for free admission to the state park system for members of
the armed forces.
Amend section 2 of the bill by replacing it with the
following:
2 Free Admission to State Park System for
Members of the Armed Forces. RSA
216-A:3-g, V is repealed and reenacted to read as follows:
V.(a) Upon presentation of military identification,
any active member of the armed forces who meets the minimum requirements for
satisfactory membership, as defined in federal regulations, shall not be
charged a fee for admission to day-use areas of the state park system. In this section, “armed forces” means armed
forces as defined in RSA 21:50, II and includes active and reserve members of
the New Hampshire national guard.
(b) Any fees for the use of enterprise activities
as described in paragraph II of this section shall be charged.

AMENDED ANALYSIS
This
bill provides for the proclamation of Blue Star Mother’s Day.
This
bill also changes eligibility requirements for free admission to the state park
system for members of the armed forces.
The five Gilberts were part of the Valley's Dream Kids
performing troupe for 12 years, under the Dream Come True Foundation.
After the 9/11 attacks, the Gilberts took their work seriously and
started thinking about U.S. military troops who protect our freedoms and
how to show appreciation for their sacrifice. In 2005, they founded the
charitable organization, Sing for America, and continue to perform in
the Valley and along the East Coast to raise donations for families of
active military. They have appeared locally at Mayfair Festival of the
Arts, Musikfest, The Great Allentown Fair, and Coca Cola Park. To date,
they have raised more than $30,000 through donations for the Valley
chapter of Blue Star Mothers.

Maddie Wildie pointed out her hand-painted cards among the dozens
laying on a table at Alta Manor Assisted Living and Memory Care
Community in Roseville.
The
great-grandmothers parachuted Saturday at Allen County Airport to raise
funds for the local Blue Star Mothers chapter and its Lima Veterans
Food Pantry. They jumped in tandem with Elliott and a team of six other
members of the Ranger Group, a band of retired Army Ranger paratroopers
with loads of training and experience.
One of the quilts was made by a group called the
Dona Ana Moms. The quilting group is affiliated with the Blue Star
Mothers of New Mexico and Western Texas. The Blue Star Mothers is a
group of moms whose children either who have served or are serving in
the military. The Dona Ana Moms have created quilts for several years
for New Mexico families having lost a child in combat.
Chrissie Tonge wears the necklace she has worn every day during her son’s yearlong deployment to Afghanistan.
His mother, Karyn Stone Marta, was presented with a Gold Star Banner by
the Tri-Counties Blue Star Moms, to signify the loss of a child in
service to the country.
